Cesar is the Secretary and Spokesperson of the Pinalakas na Ugnayan ng Maliliit na Mangingisda sa Luzon, Mindanao at Visayas (PUMALU-MV). PUMALU-MV is a national federation of small fishers’ associations with members in Manila Bay, Tayabas Bay, Lagonoy Gulf, Bohol Sea, Guimaras Strait and Bacuit Bay.
PUMALU-MV practices and advocates for community-based coastal resource management (CB-CRM), a proven approach to the rehabilitation of degraded municipal fishing areas. It is also in the forefront of advocacy for reforms that promote sustainable fisheries.
The national leadership of PUMALU-MV and that of four other national sectoral federations (NSF) of small rice farmers, coconut farmers, rural women and youth make up the People’s Organizations Leaders’ Caucus (POLAC). POLAC serves as the coordinating group of the five NSFs.
As Convener of POLAC for the years 2021 to 2024, Cesar represents the POLAC in the PRRM Board of Trustees.
