Mr. Jose Z. Molano, Jr. is former Executive Director and member of the Board of Commissioners of the Commission of Filipinos Overseas (CFO). Prior to heading the CFO in 1994, he spent many years with the United Nations Development System in West Africa, South Asia and Southeast Asia, where he initiated a wide range of technical co-operation programmes and projects.
Mr. Molano was associated with three U.N. agencies in the course of his working career, namely, United Nations Development Programme (UNDP), United Nations Children’s Fund (UNICEF), and International Labour Organization (ILO) which he served the longest. When he left the UN System in 1993, he had been Director of the ILO Area Offices in Colombo, Dhaka, Islamabad and Jakarta.
Mr. Molano is a graduate of the University of the Philippines, where he also lectured in political science and development studies in the 1970s. He was among those who pioneered in establishing the programs of the Development Academy of the Philippines. He trained in development administration in various institutions abroad, and attended the Harvard University Program for Senior Executives in National and International Security (NISM).
