Trustee As a Member of the House of Representatives, Teddy chaired the Committee on National Cultural Communities (NCC) and facilitated various congressional Indigenous Peoples’ (IP) programs. He is a staunch advocate of the human rights of and justice for indigenous people; mainstreaming of IP education, social services, and civil and voter registration in government programs; and promotion of indigenous knowledge systems. He was also the Vice Chairman of the House of Representatives Committee on Natural Resources. He is also a convener of the Consultative Group for IP, a network of civil society groups and IP organizations, and the National Summit for Indigenous Peoples, which crafted the Consensus Policy Agenda for the IP. He started his public service career when he was elected municipal councilor of Kiangan in 1992 and as its mayor in 1995. Prior to joining the House of Representatives, Teddy served as the Provincial Governor of Ifugao for two terms – 2001 to 2004 and 2007 to 2010 – during which time he pursued convergence programs that successfully reduced the poverty incidence of Ifugao. He also promoted programs on natural resource management and watershed protection such as the PRO-REFOREST projects where people were employed to propagate exotic as well as native species. He was also at the forefront of promoting rice terraces conservation, stakeholder participation in development programs, and zoning and land use in heritage sites. He also implemented image-building programs of Ifugao as an eco-agricultural and cultural tourism destination. Basic livelihood, educational, and medical facilities such as the Provincial Livelihood Center in Lamut, the Aguinaldo Peoples’ Hospital and the Kiangan National High School were also established and completed during his term. He used the Indigenous Knowledge program, which served as a cornerstone of Ifugao’s development agenda. He provided consultancy services as LGU specialist, media consultant, and knowledge manager. He was also a convener of SOLIDARIDAD, a media group devoted to facilitating the publication of positive developmental news from the grassroots, and was the president of Save the Ifugao Terraces Movement (SITMO). He was a recipient of the Dangal ng Bayan Award and was named one of the most outstanding civil servants by the Civil Service Commission in 1996. He was also recognized as the Most Outstanding Governor and Congressman by the Baguio Midland Courier, the Most Culture-Friendly LGU Executive by the National Commission on Culture and Arts, and the Most Supportive LGU Executive by the Department of Education, among others. He graduated from the University of the Philippines Diliman with a Bachelor of Arts degree in Mass Communication, major in Journalism. |
