​
Roi is a former seminarian, a broadcast journalist, an elected government official, and NGO partner.

He is the chairman of the PRRM-Albay Chapter. In 2004, he was elected as a provincial board member of Albay Province and was re-elected to the same position in 2007. He is a three-termer councilor of the Tabaco City and serves as Secretary-General of the Provincial Board Members League-Bicol Regional Assembly.

Work Experience:
  • Broadcaster – Worked in various local stations in different capacities (Field Reporter, News Writer, News Anchor, Program Host, Chief Announcer, Production Manager, Managing Director and Station Manager

At present, broadcast consultant of  ONE RADIO TABACO and program host of “RATED RB”  daily program
Elected into Office:
 
  • 1995 as Municipal Councilor of Tabaco until 2004
  • 2004 as Provincial Board Member of Albay until 2010
  • 2013 as City Councilor of Tabaco until 2022
 
Chairmanships in the Sangguniang Bayan, Panlalawigan and Panglungsod Committees – Appropriations, Ways and Means, Laws, Ordinances and Oversight, Tourism, Culture and Arts, Transportation and Communications, Migration and Development, Public Information, Human Rights, Power and Energy

​At Present – President Pro-Tempore of the Sangguniang Panglungsod of Tabaco and Chairman of the Committee on Appropriations, Committee on Laws, Ordinances and Oversight, Committee on Ways and Means, Committee on Migration and Development Member and Officer of the Philippine Rural Reconstruction Movement – Albay Chapter since 1998, Former Area Manager of the PRRM-Albay branch, Former Member of the PRRM Board of Trustees, President of The White Carabaos – A Socio Civic and Brotherhood Organization
