CSN Institutional Aspect of Policy Implementation and Management of CARP

PRRM President Conrado S. Navarro discusses the historical beginnings of agrarian reform in the Philippines. His paper stressed on the institutional aspects of policy implementation and management of the government’s various agrarian reform programs. He presented his analysis at the Policy Dialogue on Agrarian Reform Issues in Rural Development and Poverty Alleviation, sponsored by the Centre on Integrated Rural Development for Asia and the Pacific (CIRDAP) and the Philippine Department of Agrarian Reform (DAR) on May 30, 2007, in Manila, Philippines.

Mr. Navarro also discusses the unique role non-government and people’s organizations or collectively called as “civil society organizations (CSOs) play in the implementation of the Comprehensive Agrarian Reform Program (CARP).
