Allan was former Municipal Councilor and Municipal Vice Mayor of Bayombong, the capital town of the province of Nueva Vizcaya. An Associate Professor of PLT College; a member and partner of various civil society and non government organizations – local, national and international. An environmental activist, human rights advocate, transparency and good governance advocate.
He finished Bachelor of Philosophy with double minor in Sociology and Psychology at the Pontifical Urbanian University, Rome, Italy. He took up Masters Units in Bachelor of Sacred Theology at San Carlos Royal & Pontifical Graduate School in Makati City and finished Masters in Spirituality of Unity at the International School for Priests in Tagaytay City.
He also took up Bachelor of Laws at Saint Mary’s University. He had a Diploma on Leadership and Development Management Course at Asian Institute of Management (AIM), Makati City. And Diploma in Project Management Course and Policy Research Course at the University of the Philippines, Baguio City.
Last September 2-12, 2013, he actively participated in the Asia Pacific (AsPac) Knowledge Tub Training Course on Improving the Governance of Extractive Industries at the Gadjah Madah University, Yogyakarta, Indonesia.
On May 20-21, 2013, he attended the International Stakeholders Conference on Mining for Development and the 6th EITI Global Conference on May 23-24, 2013, both held in Sydney, New South Wales, Australia. He attended both conferences along with other side events representing Philippine Extractive Industry Transparency Initiative Multi Stakeholder Group (PH-EITI MSG).
He also attended various international and regional conferences in Thailand, India, Malaysia, Myanmar, Vietnam and the Philippines.
He is a Member of the Regional Development Council and various Regional Councils and Committees of Cayagan Valley Region. He is a Consultant of the United Nations Development Programme and Project Team Leader of the Millennium Development Goal Fund 1919 in the Region. He is a Member of the Luzon Advisory Council of the Foundation for Philippine Environment. On January 16, 2013, he was elected National Vice President of Bantay Kita – an N.G.O. advocating transparency on revenue. He is also Luzon Island permanent member of the Multi Sectoral Group of Philippines Extractive Industries Transparency Initiative (PH-EITI).
