An environmentalist, volunteer community worker and educator, Dr. Lapitan is Secretary of the PRRM Board of Trustees.
Junn, as he is known to his colleagues and friends, started his career in government as Secretary to the Mayor of Bay, Laguna in 1983 and researcher for the ASEAN-US Watershed Project at the University of the Philippines Los Baños (UPLB) College of Forestry. Junn shifted to the academe in 1984 when he decided to teach at the Cavite State University (CvSU) then Don Severino Agricultural College (DSAC). He is currently Dean of the College of Agriculture, Food, Environment and Natural Resources and Head for Community Relations at CvSU. As a professor and researcher, his particular areas of expertise and interest are farming systems, participatory development and agroforestry. He is a staunch advocate and prime mover of quality assurance and accreditation in universities being an accreditor of the Accrediting Agency of Chartered Colleges and Universities in the Philippines, Inc. (AACCUP). He was named by the Commission on Higher Education as a national quality assessor and member of the Technical Working Group on Institutional Monitoring and Evaluation for Quality Assurance (IQUAME). He is currently member of the board of the PRRM Cavite Chapter where he also once served as Chairman (2000-2003).
Junn is a holder of Ph.D. in Forestry (major in Silviculture and Forest Influences, minor in Soil Science) from the University of the Philippines at Los Baños (UPLB). He has also been involved in various community outreach projects. He was project supervisor for the institutional development component of the DAR-led Agrarian Reform Infrastructure Support Project – Phase II (ARISP-II) for the Pacheco agrarian reform community (ARC) in Magallanes, Cavite; and president and chairman of the board of Habitat for Humanity (Indang, Cavite) since year 2000.
Junn has received several awards including the Tanglaw ng Mag-aaral award, given by CvSU for outstanding faculty members and a certificate of recognition in the field of environmental advocacy from the Institute for the Development of Educational and Ecological Alternatives, Inc. (IDEAS), an NGO in Silang, Cavite. He is a member of various professional/honor societies such as the Society of Filipino Foresters, the Philippine Association of Agriculture Educators, the Philippine Forest Research Society, and the Honor Society of Phi Kappa Phi. Junn has authored a number of published articles on agriculture and forestry research.
