Horacio R. Morales Jr.

Former PRRM president (1986-1998) and former Secretary of Agrarian Reform (1998-2001). At present, co-chair of the La Liga Citizens’ Movement for Renewal and Reform; president of the La Liga Policy Institute; member of the Board of the Kabang Kalikasan ng Pilipinas; and chairman of the board of the National Social Action Council.

For decades, Mr. Horacio “Boy” Morales has been at the forefront of development work. He was about to receive an award as one of the Ten Outstanding Young Men (TOYM) of the Philippines when he decided to join the underground resistance movement against the Marcos dictatorship. After five years in the underground, Morales was captured, and he spent the next four years in detention. Upon his release following the 1986 Edsa Revolt, he joined PRRM and became its president. Under his leadership, the institution developed and implemented the Comprehensive Sustainable Rural District Development Program (SRDDP), for which PRRM was cited by Asiaweek magazine as the “country’s biggest and best organized development NGO.”

He played a leading role in building global citizenship alliances and movements, such as the CIVICUS (World Alliance for Citizenship Participation); the Asia-Pacific Civil Society Forum; the People’s Alliance for Social Development; and the Manila People’s Forum on APEC ’96, a coalition of over 300 NGOs and POs in the Asia-Pacific Region. He has also served as executive director of the Coconut Trust Fund Committee; chairman of the board of the Development Academy of the Philippines; chairman of the Presidential Task Force on the 20:20 Initiative; member of the board of the Land Bank of the Philippines; lead convenor of the National Anti-Poverty Commission; and commissioner of the Population Commission.
