Current Mayor of the City of Alaminos, the City of Hundred Islands in Ilocos, and a former Representative of the 1st District of Pangasinan to the 10th Philippine Congress. He served as Secretary of Agrarian Reform from 2001 to 2003.
Hernani started his career in politics as a municipal councilor of Alaminos, Pangasinan in 1988 and he became Consultant for Political Affairs under Vice-Governor Ranjit Shahani. He is a staunch advocate of organic farming and is an active convenor of the Go Organic! Movement.
He went to Alaminos Central School during his primary education but finished it at Claret School of Quezon City, where he also finished his secondary school years. He earned his Bachelor of Arts degree in History- Political Science at De La Salle university (DLSU) in 1984.
